Rumen Kotoff is the founder and managing partner of Kotoff & Partners, a Sofia-based law firm providing a full range of corporate and personal legal services throughout Bulgaria.
A member of the Bulgarian Bar Association since 1986, he has four decades of experience advising both domestic and international clients on a broad range of legal matters. Throughout his career, he has represented clients in civil and commercial disputes, corporate and contractual matters, administrative proceedings, real estate transactions, and cross-border legal issues.
Following the political and economic transition of Bulgaria in the early 1990s, Rumen developed a strong international practice, assisting foreign companies and individuals entering the Bulgarian market and navigating the country’s evolving legal framework. Over the years, he has built Kotoff & Partners into an established law firm with a long-standing team of experienced lawyers serving both corporate and private clients.
In addition to his legal practice, Rumen is actively involved in professional networks and international legal cooperation. Reflecting his high standing and trust within the legal community, he was elected by his peers to the Supervisory Board of the Sofia Bar Association in 2021 and was subsequently elected as a member of the Sofia Bar Council in 2024.
